AVESA at risk AVESA is an organization that provides mental health services children, youth and women, especially those who have suffered sexual violence, as if this were not enough, the most amazing thing is that the organization does for free in most cases and in those who receive payment, do so for a minimal cost, almost laughable. I particularly I can certify the quality of service that is timely and first, because I had the opportunity to bring an acquaintance to whom the psychologist Leon Magdymar very well attended. Well, the reason of this mail is that through the mail group is to make public a letter that went to Gioconda Espina psychologist and which reached me through the group mailing Gatherings of Sexual Diversity, indicating that the organization is in danger of losing the subsidy granted by the Ministry of Popular Power for Health, which allows citizens to get free counseling. Our institution has specialized in working on the issue of sexual violence, the first organization in Venezuela that creates a specific psychological service raped women, which more recently it has become a service for children and adolescents who were abused sexually, which are the highest percentage of people served. Our work does not stop at the individual session evaluation consultation or treatment, going beyond, family oriented, we prepare psychological reports to prosecutors and courts to account for the psychological impact that these incidents of violence have on victims, witness to trial as experts in short, we support to rebuild the lives of many victims of some forms of violence associated with sexuality.
Avesa This service, which only in the year 2010 provided counseling to 400 persons, of whom 290 were children and adolescents, has a grant approved in the Budget Law for 2010, awarded by the National Assembly, which is issued through the Ministry of Popular Power for Health. This grant ensures the free service to 40% of people served and low costs for the rest, having with this quality care led to a low-income population and that responds to the demands of specialized care to those who can afford it any other way, nor is supplied with the specificity and expertise that we do in birds.
In 2010 there were many irregularities in the granting of resources, which are guidelines to be delivered in 4 quarterly payments each. In previous years, resources are delivered at the beginning of the period, ie January, April, July and October, but this year, the Minister Eugenia Sadr decides to be awarded at the end of each quarter. However this did not happen, it received the first disbursement on March 11, the second on June 14 and payment of the third payment to be due at the end of September, became effective on December 28, 2010, after spending the months of November and December consigning explanatory letters to the planning office and budgeting, budget execution and the Minister's own office, explaining the dire situation presented. On 29 December, when we thought the situation was resolved, and soon we would pay the fourth disbursement to meet the diverse wage debts acquired primarily with professionals who are in charge of the service, we are informed in the planning and budget office the MPPS, that resources for the National Budget Act were intended for our organization have been sent to the Foundation Barrio Adentro.
The point is that now in January, we say there is no guarantee that the resources of the 4th disbursement 2010 will be delivered and also, the Minister will decide if the benefit to our organization, which has been ratified by the National Budget Act of 2011 - is going to be delivered this year.
So, there is no guarantee, let alone the 4th disbursement of subsidy for 2011. We must also say that our financial and activity reports have been evaluated positively by the MPPS own technical teams, which recognize that they have achieved the goals established work and have given clear accounts.
All this puts a halt to the service. Why is this happening now? Several things have told us Officials of the ministry, that if lost papers, if the minister will not sign the grant to organizations that they consider "opposition" that if emergency victims, among others.
Our service has a clear and precise mission, which is related to sexual and reproductive rights and human rights of all persons who have been victims of sexual violence and violence against women has to do with access to justice, violence prevention and emotional wellbeing of so many victims we serve daily.
The suspension or elimination of the subsidy granted directly affect mental health care to children, adolescents and women of the popular sectors who have violated their rights and that the State must take prompt and effective response.
In Avesa we ask ourselves what can we say to the teenage sisters, their mother, who was repeatedly raped by her biological father and that from birds accompany them to do justice, to find a decent place to live and resume their lives?
